Alva Parks and Recreation will open turf bids Aug. 4

Bid notices have gone out for the artificial turf project at the Alva Recreation Complex (ARC). Bid opening is scheduled for Aug. 4. The Alva Parks and Recreation Board met Wednesday to discuss this and a swimming pool grant opportunity. Only four of the seven board members were present. Brandon Sherman, Matt Tucker, Heath Shelite and Gail Swallow attended with Shane Hansen, Gregg Glass and Chad Fisher absent. With both the chairman and vice chairman absent, Mayor Kelly Parker volunteered to conduct the meeting. He reminded the board that he is unable to cast a vote since he’s not a board member.

City Business Manager Steve Ford told the board that bids are being advertised for the project to add artificial turf to the infields of the ballfields at the ARC. Kimley-Horn put together the bid documents and will advise the board on bids received. Ford said fences will be moved to make the east baseball field a regulation high school size. This will allow the Alva Middle School to use that field.

All the bases will be portable so they can be moved to accommodate different spacing said Parks and Recreation Director Courtney Nesseralla. This will give them the ability to have fields for eight games for baseball or softball tournaments. The university is interested to see how the bids come in. They may consider using turf for their softball field at the ARC.

TSET Grant Application

Board members briefly discussed a TSET grant application for the summing pool project. Parker said the city has the potential to receive this grant for two years. They are applying for $500,000 for each of the two years. This will help to match the Share Trust grant.

The grant application is due Aug. 1. The city will know in November if they have received the grant, and the funds are distributed in January. Parker said TSET wants shovel-ready projects. He said the application is essentially a formality. Sherman made a motion, seconded by Tucker, to recommend the city council approve the submission of the TSET Infrastructure-Built Environment Grant for FY 2024. The motion passed by unanimous vote.

Director’s Report

Nesseralla reported that golf camp will be held next week at the country club course. The following week will be cheer camp at the ARC.

All ARC building lights have been converted to LED. The city received a grant for the replacements. She says they are now working on a grant to change all the outdoor field lighting to LED.

Sherman asked about the fall sports schedule. Nesseralla reported she is working on it.

City Council Report

Parker said the agenda for the July 17 city council meeting will be long. The TSET grant application will be on that agenda. He said there will be some budget recommendations, just a formality to zero out the FY22-23 fiscal year. He said the city will likely submit a Brownfield grant application to abate chlorine leaking into the soil at the swimming pool pump house and in the pool basin.
