Election, airport project, Hatfield Park master plan on Monday city agendas

Runway lighting at the airport, a master plan for Hatfield Park and the municipal election are all on the agenda for city meetings Monday night, Nov. 21. The Alva City Council meeting begins at 6:30 p.m. in Council Chambers at City Hall. It will be followed by the Alva Utility Authority and the Alva Economic Development Authority meetings.

In the consent agenda items, the city council will be voting on approval of minutes and claims as well as calendar year 2023 regular meeting dates for various city entities. The consent agenda will also include a resolution calling for an April 4 nonpartisan general election and Feb. 6-8 filing period for city officers. Positions up for election include mayor, city clerk, city marshal and city council seat 2 in each of the four wards. All are four-year terms.

After reports from earlier city meetings and from the mayor, any citizens present may make remarks and inquiries limited to two minutes per speaker.

The council will vote on a resolution approving the use of ARPA funds for personnel costs. Another action is an application for financial assistance from the American Rescue Plan Act (ARPA) to be used for a waterline project.

Council members will also discuss and vote on a resolution authorizing OMAG to return escrow funds to the city and a resolution approving an interlocal cooperative agreement for Circuit Engineering District 8.

An amendment to the engineering agreement with Parkhill already approved by the Alva Airport Commission will be on the agenda for council approval. This amendment clears the way for extra engineering to speed up work on getting the airport’s runway lights back into operation.

The Alva Utility Authority agenda only lists the consent agenda for approval of minutes and claims.

The Alva Economic Development Authority will discuss and act on an agreement with Kimley Horn for master plan development at Hatfield Park in an amount not to exceed $49,500. This agreement was approved earlier by the Alva Parks and Recreation Board.
