The Alva City Council agenda for Monday’s meeting is lengthy. Items of high interest to all city residents are a resolution to change rates for ambulance transports and a resolution to pause the scheduled increase in utility rates for the fiscal year beginning July 1. It’s possible the council could decide on a new city business manager. The council meeting will begin at 6:30 p.m. Monday in the council chambers of City Hall.
The street in front of the city building is currently under construction with no traffic allowed so those attending will need to consider where they will park to get to the meeting.
The meeting begins with the consent agenda followed by reports from earlier city meetings. The mayor’s report is followed by the city business manager’s report. Then time is allotted for citizen’s present to offer remarks or inquiries limited to two minutes each.
Representatives from Northwestern Oklahoma State University will present the 2022 spring semester Alva Incentive Scholarship Program invoice and give a short update.
There will be a presentation of an EMS Proclamation naming May 15-21 as EMS Week.
Then the council will discuss the fiscal year budget for 2022-2023 with the year beginning July 1. No action is scheduled on the budget for this meeting.
The council will discuss and vote on Resolution No. 2022-003 authorizing a change of rates charged for ambulance transports. The rate schedule includes rates for Woods County residents and higher rates for non-resident (outside Woods County) transports. The proposed rates include a mileage charge, a wait charge, an event standby charge and a professional services non-patient charge.
Next the council will discuss and vote on Resolution No. 2017-009, section 3, to pause the scheduled increase in utility rates for the next fiscal year (FY-22-23).
Council members will discuss and vote on requesting an ordinance change to transition the Alva Recreation Complex Board to the Alva Parks & Recreation Commission. Currently the board oversees the recreation complex, but the proposed change would add Hatfield Park and Bud Rose Park.
Next are several amendments to the current city budget. The first would change the City of Alva budget to account for additional monies form the Department of Libraries. The second would amend the city budget to account for ARPA funds received. Third would be an amendment for continuing education. Fourth is an amendment to add the donation from the Cory Washburn family. Fourth would be an amendment to the Alva Regional Airport budget for a donation.
There will be discussion and action to appoint Heather Bonham, deputy clerk, as the authorized agent for the OkMRF Retirement Plan.
The council will vote on the Tourism Tax Commission’s appointment of Melinda Barton to the Alva Arena Authority.
An executive session is planned for three topics: discussion on the employment, hiring and appointment of the city business manager; the employment of an interim city attorney, and the contract negotiations with the firefighters’ union.
On return to open session, the council may take action on the hiring of a city business manager. They may take action on the employment of an interim city attorney. And they may act on contract negotiations with IAFF Local 3782 Alva, Oklahoma.
After considering any new business, the council members may make remarks or inquiries.
The council meeting will be followed by the Alva Utility Authority and Alva Economic Development Authority meetings. Those meetings only include discussion and action on the consent agendas.
