With a holiday on Monday, Feb. 21, and payroll to be signed, the Woods County commissioners met on Thursday, Feb. 24. The commissioners signed a proclamation designating Feb. 21-25 as Farm Bureau Week in Woods County. Representing the Farm Bureau were Chad Budy and Monty Lohmann. Commissioners Randy McMurphy, John Smiley and David Hamil were all present for the meeting.
The use of the courthouse lawn and the conference room was approved for May 13 and 14 for the Alva Police Department's Cars, Concerts and BBQ Contests. The event will include Kansas City Barbecue Society sanctioned contests, concerts and a car show and cruise. Funds raised will be used for police equipment. The conference room is needed for the BBQ contest judging.
County Emergency Management Director Ethan Feidler attended the meeting to talk about four grant applications which the commissioners approved. These FY21 EMPG (Emergency Management Performance Grant) grant applications are for several special projects. Money from these projects comes from ARPA (American Rescue Plan Act) money. The projects include:
• Training for $800 which will provide training throughout the year
• Generator purchase through a 50-50 matching grant of $10,000
• Water to purchase up to three pallets of water in containers to be kept in stock for three years at $1,000
• Water Buffalo purchase for a potable (drinking) water trailer with a 50-50 matching grant of $3,000.
The commissioners also consulted with Feidler about the Backroad Acres Subdivision plat submitted for approval. The county does not have zoning and does not have a planning board.
The commissioners looked over the plat drawings for the property located on Jefferson Road about 1.5 miles west of County Road 300 (Cora Road). McMurphy said the property used to belong to Bode Stewart and is west of the Whitehorse Cemetery. The drawings showed two private roads which will not be maintained by the county. Feidler expressed some concern about how the properties could be mapped and addressed. The commissioners approved the plat.
A 1998 Ford Cruiser was removed from the Sheriff's Department surplus inventory since it was sold at auction on Feb. 15. Larry Chase bought the vehicle for $1,675.
The commissioners approved a transfer of appropriations from the Court Clerk's Revolving Fund to Payroll in the amount of $3,302.76.
A transfer of funds was approved from McMurphy's District 2 CBIR to the ETR fund for $10,000 for payment of a state no-interest loan used for road materials.
The annual hosting maintenance agreement between the county clerk and Tyler Technologies was approved in the amount of $1,323.
A mobile annual subscription to NLETS (National Law Enforcement Telecommunications System) in the amount of $1,584 for the sheriff was approved.
Six mowers were declared as surplus. Three are from District 1 (Hamil) and three are from District 2 (McMurphy).
The commissioners approved a transfer of appropriations from Highway CIRB to Highway Personal Services for District 1 in the amount of $15,329.95 and for District 2 in the amount of $15,329.64.
Under new business, Smiley asked how to proceed on getting some crack sealing and mastic work done on roads in his district. He asked if he needed to go out for bids, get quotes or simply hire it done. McMurphy recommended bidding the projects, noting that these bids are usually for a per-pound of materials price since the amount of material can't be predicted.
The commissioners approved and signed payroll, warrants, claims and blanket purchase orders.
