Several appointed to city boards

Alva City Council President Bo Hannaford presided over the regular Monday, July 16, meeting in the absence of Mayor Kelly Parker. Following the hearing on the arena TIF district and the manager’s report, the council quickly covered several items of business.

Council members approved the purchase of a 2013 New Holland tractor, loader, Land Pride mower, box blade and Road Boss trailer for an amount not to exceed $29,000. The equipment is destined for use by the right of way mowing crew.

The city has been putting money into a stability fund for the various budgets of the city. This set-aside money is like a savings account for a rainy day or for future large expenditures. The city was keeping these funds in the combined city bank account while tracking them separately in the books. Monday night council members approved opening a stability fund savings account at BancCentral instead. City Business Manager Joe Don Dunham said once funds reach a designated level, they will be invested in certificates of deposit to earn interest revenue.

A lease at the East Lagoon Site to Kelly Thiesing was quickly approved. It covers approximately 25 acres at $510 per year. Thiesing was the only bidder.

A second lease was moved to the August meeting. Hannaford said there was a typographical error in that agenda item so the council could not act on it.

Several re-appointments and one new appointment were approved. Len Reed was re-appointed to the cemetery board with a term ending June 2024. Lynn Wilt was re-appointed to the Alva Library Board for a three-year term. Christie Kornele was re-appointed to the Planning Commission for three years. Patricia Harkin is the new appointee to the Alva Library Board for a three year term.

A brief executive session was held to discuss negotiations with the firefighters' union. No action was taken on that matter when the open meeting resumed.

The council approved claims of $117,683.20 and payroll expenses of $286,064.90.

Alva Utility Authority

The Alva Utility Authority met following the city council. The trustees approved paying claims of $43,922.12 and payroll expenses of $64,287.47.

A change order for the Young Street Tank Project was approved in the amount of $14,000. Dunham said the construction company had to excavate an additional four feet to reach the desired soil compaction for the new water tank. This increased the costs of the project. However, a contingency amount built into the project budget will cover this change.

Alva Economic Development Authority

The Alva Economic Development Authority approved payment of $4,243.94 in claims and $20,361.33 in payroll expenses.

Two bids were received for grass cutting and baling at the Alva Recreation Complex. The trustees approved the high bid (best revenue for city) of $210 by Roger Hada. Dunham explained that this will keep grass cut in an unused area of complex while relieving employees of that job and generating a little revenue.
