Burlington school board approves additional classroom space, personnel

The Burlington Board of Education met for their May meeting at 8 p.m. on Wednesday, May 15. President Terry Graham called the meeting to order with the following members present: Aaron Smith, T.J. Rockenbach and Robert Hill. Allison Armbruster arrived just after the meeting began. Others present were: Superintendent Glen Elliott, Principal Shane Feely and minutes clerk Tamre McGinnis.

After an approximately 30-minute executive session later in the meeting, the board approved re-employment of non-certified personnel: Tamre McGinnis, Brenda Stricker, Neal Gordon, Max Boothby, Ginger Cass, Cheryl Czerniak and David Cass.

As they have for a while, board members again discussed the need for additional classroom space. Superintendent Elliott reminded they have upcoming elementary classes with 17 to 20 kids and are running out of space.

The board approved the purchase of a 24-foot by 64-foot double classroom building with restrooms. The cost is $63,280. An additional $4,000 is for a 6-foot by 12-foot landing with a 4-foot by 30-foot ramp. The building is manufactured by Ramtech. Elliott explained the purchase is through Buyboard, an arm of the Oklahoma School Board Association, that lessens the paperwork and other details for individual schools with such purchases.

Next, the board approved a quote of $27,900 from Justin Clark for the removal of two walls and repairing the floor and ceiling in the north wing of the main building to enlarge classrooms.

Elliott said the third and fourth graders will be housed in the new classrooms.

Elliott and Principal Feely gave a short review on the 2016 district profile report as well as the dropout rate report, which was zero.

Billy Joe Thomasy from Thomasy Electric was the only guest. Thomasy discussed the electrical panels in the industrial arts building along with the green grounding wiring. The board approved Thomasy's quote with the exception of using Square D electrical panels at an additional cost of $200 per panel for a total quote of $3,900. Thomasy Electric also got the board's approval to install the green grounding wire as needed throughout the school.

In other business, the board approved encumbrances, change orders and warrants for 2017: General Fund encumbrances of $15,795.72 and warrants totaling $423,557.56; Building Fund warrants of $307.03; and Child Nutrition Fund warrants of $4,500.52.

The contract for audit from Charles Carroll auditing firm for the 2016-17 fiscal year to be conducted during the 2017-18 fiscal year received board approval.

The board accepted the quote of $5,100 and agreed to continue the contract with Tom Cameron and Associates for federal programs management proposal for 2017-2018.

The board voted to again offer student insurance through Student Resources for the 2016-2017 school year.

Other approved items include: the April activity report, the contract with Alcohol and Drug Testing Inc. for 2017-2018 school year, and the 2016-2017 technology plan.

Unused personal days were reviewed.

For about 10 minutes the board met in executive session to discuss the acquisition of real estate and future building projects.

The board offered an extended school year summer program to a current student.

School board ethics forms have been completed and are on file.

Elliott and Feely Comment

Giving the superintendent's report, Elliott said the OSSBA/CCOSA conference will be Aug. 25-27. He also gave a brief review on the OSSBA District 2 meeting in Woodward on April 27. Updating the board on current legislation, he said they know little at this time. There are still no budget or teacher raises at this point. Friday is last day of the legislative session. Elliott said most likely a special session will be called.

Principal Feely said Burlington's end-of-year enrollment was: high school 43 and elementary 128, for a total of 171. He listed the many end-of-year activities that are all completed now and school is out for summer.
