In the process they are replacing half of College Avenue in the block between Flynn and Choctaw.     On Saturday, Nov. 18, dancers from as far away as Vernon, Texas; Lawton and Guymon journeyed to Alva to take part in the Northwest District Fall Festival held at the Woods County Fairgrounds. Several state officers, including the president and president elect of the Oklahoma Square Dance Federation, were in attendance.     The Alva Utility Authority approved a bid Monday for a new water storage tank at the Young Street Tank Farm. The approval is contingent on Alva receiving loan approval from the Oklahoma Water Resources Board (OWRB). That loan was expected to be approved at the Nov. 1 OWRB meeting, but the required Department of Environmental Quality (DEQ) permit was not approved.     A Kansas man was critically injured in a rollover accident Wednesday, Nov. 22. Alejandro Jesus Allende, 20, of Great Bend, Kansas, was transported by Alfalfa County EMS to St. Mary’s Hospital in Enid.     Soon it will cost more to violate the law in Alva. Monday, Nov. 20, the Alva City Council approved a resolution raising fines. The change takes effect when the resolution is published as a legal notice, which will probably be next weekend.     A controlled drug buy in Alva has landed three people from Enid in the Woods County Jail. According to court documents, on Nov. 16 Alva Police Officer John Caviness met with a confidential informant (CI) who agreed to set up a methamphetamine purchase from Kerri Lynn Milledge. The CI had been communicating with Milledge by text messaging to arrange the purchase of 3.5 grams, or an 8-ball, of meth for $130 to $150. The CI showed Caviness the text conversation.
