Two items involving issuing a utility system revenue note had to be tabled due to the absence of two council members.     Storm clouds would appear, severe storm watches were issued, but somehow all the rain seemed to pass by Alva to the north or south. Storms would even split around Alva. Sunday evening Alva finally received a decent rain, but it was still not enough to make up for months with nary a drop.
