    The Alva Regional Airport Commission will meet Monday at 7 p.m. in the airport meeting room. The commission has a fairly short agenda for the meeting. There will be a presentation of fuel and ramp policies followed by discussion and action on the fuel and ramp policies presented.     The Alva City Council kept it short in the first meeting of 2017 held Tuesday, Jan. 3. Guests from Northwestern Oklahoma State University addressed the council concerning the semi-annual bill for scholarships provided by a city sales tax. Allen E. (Skeeter) Bird, CEO of the NWOSU Foundation, presented the bill for $295,114.72 to cover fall semester 2016 incentive scholarships for students.     Woods County Dispatch put out a Christmas Eve radio call for all units about a report of a man trying to kill his family in a car. The car was described as a silver blue Nissan Altima and was reported to be traveling north on U.S. Highway 281 South. The last location known was outside the city limits of Alva and the vehicle was described as traveling at 115 mph and above.
